National initiative for Digital Product Passports in the Netherlands

The Dutch ministry of Economic Affairs, together with a number of other Dutch ministries, has taken the initiative to stimulate the developments of Digital Product Passports (DPPs) in the Netherlands. The ministry has made the financial resources available for this and the activities for the DPP are being accommodated at the Centre of Excellence for Data Sharing & Cloud (CoE-DSC).

Helping businesses with DPP

From 2027, various products in the European Union must have a Digital Product Passport (DPP). Initially, this applies to product groups such as batteries and critical raw materials. Other product groups will follow later. In order to help businesses and other (government) organizations to prepare themselves for this, the Ministry of Economic Affairs was the first to fund this and chose to accommodate the activities at the Centre of Excellence for Data Sharing & Cloud (CoE-DSC).

CoE-DPP central location for information and development

During the Data Sharing Festival in February 2025, Simon de Jong (Policy Advisor Digital Affairs at the Ministry of Economic Affairs) announced the start of a Dutch national programme for DPP. This was the result of a meeting between various ministries, representatives of the European Commission (EC) and representatives of executive organizations, such as Dutch Customs. By placing the activities for DPP within the CoE-DSC, forces and knowledge in this area are bundled and knowledge and experiences can be exchanged more easily. In order to properly guarantee interoperability, cross-sectoral cooperation is a priority for the Ministry of Economic Affairs.

That is why, from 24 March 2025, the Centre of Excellence for Digital Product Passport (CoE-DPP), under the umbrella of the CoE-DSC, will be the central point for all information and developments in this area.

Major step forward for the development and implementation of DPP

Sjoerd Rongen (CoE-DPP coordinator) emphasizes that this is a major step forward for the further development and implementation of DPP in the Netherlands.

Sjoerd: “Of course, there are many separate initiatives in the field of DPP. Think of DPPs for batteries, in construction and for clothing. The financial support from the ministry of Economic Affairs enables us to support the business community and other organizations much better. And to help them develop and apply DPP, for example by sharing the knowledge and experiences gained in other sectors. The financial contribution will certainly not come from the ministry of Economic Affairs alone – DPP affects the policy areas of various ministries, so we expect to be able to expand the CoE-DPP considerably in the coming period.”

CoE-DSC helps stimulate DPP development

Peter Verkoulen (director CoE-DSC): “CoE-DSC is the central hub in the Netherlands for Data Sharing and Cloud activities. And the developments in the field of DPP naturally fit in perfectly within that, since DPP is an advanced data sharing application for us. Integrating the CoE-DPP within the CoE-DSC, creates synergy and also strengthens our position in the international landscape. In this way, we can help stimulate the adoption of DPPs in the Netherlands and contribute to new opportunities for Dutch businesses.”

Het ministerie van Economische Zaken (EZ) heeft, samen met een aantal andere ministeries, het initiatief genomen om de ontwikkelingen rondom Digitale Product Paspoorten (DPPs) in Nederland te stimuleren. Hiervoor heeft het ministerie geld beschikbaar gesteld en worden de activiteiten voor het DPP ondergebracht bij het Centre of Excellence for Data Sharing & Cloud (CoE-DSC).

Bedrijfsleven helpen met DPP

Vanaf 2027 moeten diverse producten in de Europese Unie beschikken over een Digitaal Product Paspoort (DPP). In eerste instantie geldt dit voor productgroepen zoals batterijen en kritieke grondstoffen. Later volgen andere productgroepen. Om het bedrijfsleven en andere (overheids)instanties te helpen zich hierop goed voor te bereiden, heeft het ministerie van EZ als eerste geld beschikbaar gesteld en gekozen om de activiteiten onder te brengen bij het Centre of Excellence for Data Sharing & Cloud (CoE-DSC).

CoE-DPP centrale plek voor informatie en ontwikkeling

Tijdens het Data Sharing Festival in februari 2025, kondigde Simon de Jong (Beleidsadviseur Digitale Zaken van het ministerie EZ) de start aan van een nationaal programma voor DPP. Dit was het resultaat van een overleg tussen diverse ministeries, vertegenwoordigers van de Europese Commissie (EC) en vertegenwoordigers van uitvoerende organisaties, zoals de Douane. Door de activiteiten voor DPP onder te brengen binnen het CoE-DSC worden krachten en kennis op dit gebied gebundeld en kunnen kennis en ervaringen eenvoudiger worden uitgewisseld. Om interoperabiliteit goed te borgen is cross-sectorale samenwerking een prioriteit voor het ministerie van EZ. Daarom is vanaf 24 maart 2025 het Centre of Excellence for Digital Product Passport (CoE-DPP), onder de paraplu van het CoE-DSC, het centrale punt voor alle informatie en ontwikkelingen op dit gebied.

Grote stap voor ontwikkeling en invoering DPP

Sjoerd Rongen (coördinator CoE-DPP) benadrukt dat dit een grote stap voorwaarts is voor de verdere ontwikkeling en invoering van DPP in Nederland. Sjoerd: “Natuurlijk zijn er veel afzonderlijke initiatieven op het gebied van DPP. Denk aan DPPs voor batterijen, in de bouw en voor kleding. De financiële ondersteuning van het ministerie van EZ stelt ons in staat om het bedrijfsleven en andere organisaties veel beter te ondersteunen. En hen te helpen bij het ontwikkelen en toepassen van DPP, bijvoorbeeld door de kennis en ervaringen die zijn opgedaan in andere sectoren met elkaar te delen. Overigens zal de financiële bijdrage zeker niet alleen van ministerie van EZ komen – DPP raakt het beleidsterrein van verschillende ministeries, dus we verwachten het CoE-DPP de komende tijd flink te kunnen uitbouwen.”

CoE-DSC helpt aanjagen ontwikkeling DPP

Peter Verkoulen (directeur CoE-DSC): “CoE-DSC is de centrale hub in Nederland voor Data Sharing- en Cloud-activiteiten. En daarbinnen passen de ontwikkelingen op het gebied van DPP natuurlijk uitstekend, aangezien DPP voor ons een geavanceerde datadeel-toepassing is. Integratie van het CoE-DPP binnen het CoE-DSC zorgt voor synergie en versterkt ook onze positie in het internationale landschap. Zo kunnen we de adoptie van DPPs in Nederland helpen aanjagen en bijdragen aan nieuwe kansen voor het Nederlandse bedrijfsleven.”
