JADS report – Sustainable Revenue Models for Data Sharing Initiatives

If you were present at the Data Sharing Festival 2025 (February 4-5 in The Hague) you might have noticed the JADS (Jheronimous Academy of Data Science) researchers walking around and doing interviews on the topic of financial sustainability of data sharing initiatives. Or you might even have attended one of the workshops CoE-DSC co-organized with JADS on this topic during the event.

Beginning of May 2025, the JADS team delivered their insights into this public report:

Sustainable Revenue Models for Data Sharing Initiatives

The report explores the growing and maturing landscape of data sharing initiatives, focusing on business and revenue models. It reveals the significant societal and economic value of data spaces, while also identifying challenges such as unclear data ownership, pricing complexities, and the absence of “killer app” use cases that hinder monetization and user adoption.

To address these issues, the report recommends a variety of policy actions. What really stands out is the recommendation to create more entrepreneurial involvement and hybrid public-private co-investment models.

By tackling these challenges, Europe can not only create value out of data sharing, but also capture the rewards and reinvest to keep the innovation flywheel running.
